However, the Unlimited Edition can only be used by organizations with over 250 users. Developer Edition

The Developer Edition (DE) license allows organizations to develop and test applications. It is essential for Salesforce users who need to develop on Salesforce and provides access to unlimited API integrations with Salesforce’s platform.
